    There are people who champion the cause for pets by fostering rescues, volunteering in animal shelters, organizing pet events and bringing their well-mannered therapy pets into nursing homes and schools.
    I applaud the contributions made by all of these people. And, I admire a special breed of pet advocate: the legal beagles. These people are committed to working with local, state and national lawmakers to make this a better planet for cats, dogs and other companion animals.
    In Delray Beach, there is a very active legal beagle: attorney Mindy Farber. In practice for more than three decades, she specializes in civil rights law for nonprofits, veterans, women, minorities and homeless pets.
    She splits her time between residences in Delray Beach and Maryland with her husband and their three well-traveled rescue dogs: Cara, Nicky and Abbey. She serves on the board for the nonprofit Pet Connect Rescue (petconnectrescue.org) in Potomac, Md.
    Farber worked with state legislators in Maryland to pass a bill recently that prohibits the sale of animals in pet stores. She is currently working with the state’s House Judiciary committee to get a bill passed that would require people found guilty of animal cruelty to not only serve time in prison but also pay restitution toward the financing of any bills related to injuring or killing animals.
    Locally, she is hard at work on finding a solution to address homeless, abandoned animals found on the streets of Delray Beach. Two days after Christmas, she was shopping in downtown Delray Beach when she came across a very weak, mange-filled, little red dog.
    “When I found this dog, I called the city immediately and said, ‘Help! There is a dog who is struggling here, just lying on the street,’” recalls Farber. “This dog was dying and I was frantic to find a way to get her medical attention, but was told that the city of Delray Beach does not have an animal control officer and was told to call the county. Well, I tried, but the phone kept ringing busy.”
    During this time, Farber called out to passersby for help but to no avail.
    “This dog had ooze pouring out of her ears and eyes,” she says. “While my husband took our three dogs home, I called out to everyone for assistance — bikers, drivers, joggers, walkers and people with baby carriages. But all averted their eyes.”
    Fortunately, members of Dezzy’s Second Chance Rescue were nearby setting up their booth for rescued dogs to be adopted. One member assisted Farber by placing the sick dog in a van and taking it to a veterinary clinic where the dog received life-saving treatment. The dog has not yet been adopted. The plight of this dog has motivated Farber to lobby with the Delray Beach City Commission. She wants to find a way to allow a nonprofit animal organization to have use of the vacant animal shelter building for a yearly rent of $1.
    Farber, who has lived in Delray Beach for a decade, is quick to say she is not critical of the city. “I’m looking for a way that a nonprofit animal group can do a much-needed government service that the government currently cannot provide,” she says.
    I reached out to city officials regarding Farber’s proposal. Commissioner Mitch Katz explained that the city is doing a complete inventory of all city-owned buildings, including those that are vacant.
    “We will not be making a decision on any building until the analysis is done, which should be within a month or so,” says Katz, adding that he wants more information on how such an arrangement between the city and a nonprofit group would be set up.
    In an email reply, Vice Mayor Shelly Petrolia wrote, “I would be in support of the city offering a building to temporarily shelter animals by a nonprofit … as long as it received a majority commission vote. I would only agree to consider something like this following an inventory and evaluation of all properties owned by the city, which is currently in the process.”
    In the meantime, Farber is maintaining her advocacy efforts for companion animals in need, both here and in Maryland.
    “As a lawyer, I’ve worked hard for many years and never took very many vacations,” she says. “I am blessed in many ways and now I want to give back and to use my legal skills to advance issues, like helping homeless animals.”
    She is definitely my kind of legal beagle.

  • OH I get it now,  Chaz is an alcoholic who plays with beer cans and that is why he likes to be such an arrogant self serving prick in the comments sections.  I understand now!  Thanks for educating me Linda!  

    What do you mean Linda Sandra was against a puppy selling store but that is what she states she does on her paperwork to zoning?    I've never heard of a rescue that SELLS dogs.   I've been warned there are ones out there that do this, but would never imagine such an upstanding heroine on the local dog scene was so two faced.  One side stating she is against the sale of dogs,  turns her cheek and sells dogs and cats!  FREE LITTLE MINDY,  I like the sounds of that campaign.  I wonder how many local animal activists support Sandra selling dogs and cats ?  

  • I am trying to wrap my head around why is there so much mud slinging going on under this article that isn't comments on the article?   Are you a bunch of  adolescents or adults who can discuss things?  I can't believe I spent more time reading comments than reading the article!    I find the posts ironic in they state they are suing a woman for defaming when a bunch are you are doing the same to her.    A bunch of bullies trying to silence someone for speaking their mind about issues at an animal rescue ?  Instead of calling names, why not answer the allegations?    Really Sandra Dezelan you protest to be busy 24/7 with rescues, but file a lawsuit because code enforcement checked out your establishment ?   Your actions put up immediate red flags  WHAT are you hiding?  So I googled your rescue and was disgusted to read an article where you stated you were washing blood and animal parts off the walls and floor, but couldn't worry about your lost finger as you had to help the one dog that was still alive!  then stating but fights only happened about 3 times .   WOW smh,  you left rescues unattended that caused dogs to be mauled to death , ripped apart ??? Weren't you the one who was supposed to protect these innocent animals? Vowing to giving them a better life?  The more I read up on you, the more I noticed you toot your own horn a lot.  Crying your husband left you.  What kind of marriage was it if he needed the sheriff and 2 PI as bodyguards to help him escape you and the rescues as he loaded up the moving van?     Instead of attacking persons who once helped your rescue,  Mindy was on your board and Darcy you stated volunteered ?   Instead of attacking them why not just answer the questions clear things up.   Why bring on your thugs to try and bully and intimidate anyone who comments or questions ?   I went to your facebook page and website.  Your FB shows you thanking them both many times.  It also had this sad picture of lonely dogs on in a retail space, not open to the public without an appointment.

    On the website click adoptable pets only 6 dogs come up with pictures and one additional with no photo.  No cats are listed.  Not on Facebook or Website.    The cats are kept in a small room with no windows?   How will they ever be adopted if the public can't see them ?  

    No where on the  rant about being reported to code, did I see Juan or Geri state Darcy was Betty.    From your own mouths it was reported by code officer that the retail location was not zoned for a rescue.   It also makes me wonder upon seeing the application for the tax certificate.  Why is it stating Dezzy's Second Chance Rescue  (a 501c3 Non profit ) SELLS dogs and cats!  and sells retail items .  Can I see the sales logs for those ficticious items that are NOT sold there ?  Why lies and runarounds?  WHAT is being hidden from the public?  Why is a sick dog stuck in a retail location 24/7 ?   Little Mindy its stated is too sick to go to foster , but letter below states she is not in imminent danger ?   Isn't in a real home with a family a better place for Little Mindy?   If she is not listed yet for adoption why do you not have a dedicated area on your sites for the dogs you have under medical care ?    Is your place of business correctly zoned and a healthy fit for rescues?   Who watches the dogs when you go home at night?    My opinion for its grain of salt -  Put proper focus on the  pups and cats and less on slinging mud on those that dare question you.     Your lawyer sending letters to the city calling people crass names ?  WOW if that classy guy is the best your money can buy I feel sorry for you. See this little blog that Chaz wrote with some negative comments.  Let's get back on the subject of the well being of the animals that are cooped up in a store front that the founder, so called "rescue" lists  herself as a  RETAIL STORE!   Just wait till the ANIMAL ACTIVISTS  SEE THIS!!!!  In her ( Sandra's) own writing,  ( see screen shot that Darci Butkus wrote below) lying to the zoning dept of Boca Raton.  Wasn't Sandra fighting against the puppy store on Atlantic Avenue?  But Sandra, you state on your own paperwork that  you also SELL dogs and cats. Wait till the Owner of that store on Atlantic Avenue  sees the actual paperwork submitted by the so called  founder of Dezzy's Second Chance Animal Rescue.  This is going to turn the Town of Delray upside down!  Free Little Mindy will be the new campaign!  You, Sandra  are no Rescue!   • What does Pabst Blue Ribbon have to do with dogs and cats confined in a small store front?  I think you are missing the point, here, Mr. Stevens. Good for this woman, Darcy who is not afraid to speak out on behalf of these animals.  Stop skirting the issue, and attempting to bully.  I have a feeling this courageous woman will just laugh at your nonsense.  Let's keep the subject at hand, shall we?   The welfare of dogs and cats.  Have a blessed day.

    For those not familiar, I'm the father of the world famous Pabst Blue Ribbon Festivus Pole, and I've made a career at holding folks accountable for their actions (and nonsense).

    I'm also the gent who launched a certain Delray inpired GoFundMe, and rccall a certain out of state attorney pissing and moaning about not getting enough credit.It was then I realized what it was all about for one particular individual.

    But this really isn't about that person, but rather about Darcy.

    Now Darcy, I've taken to reading your nearly 100 page past court document, where you were sued for libel, and it seems that you've not learned your lesson, and/or developed any new plays in your defamation playbook.

    That's just lazy, and it makes professional slander(er)s such as myself look bad.

    As an expert at libeling without libeling, of defaming without defaming, I find your work pedestrian at best. It's not creative, lacks any style, and well, has opened you up to another round of Court proceedings.

    Opa! Hope your insurance is up to date!

    Let me make this suggestion. Just grab your meds and crawl back under a rock... really any handy rock. Take you licks and move on. If, for no other reason then to avoiding getting on MY RADAR.

    I like Sandra. A lot. She adds value, whereas you are merely a flea on humanity's ass-end.

    Granted, you have the right to free speech, but that right does not allow you to libel others, nor does it protect you from criticism. And my criticism is well know, world class, and utterly devastating.

  • @Regina Lewis,  how strange that you automatically ASSUME that all of the people posting on this article are the same person. Is that all you are focusing on? Did you bother to read my testimony or do you simply not care about the animals?  Let's start with the cats that are in a room, closed off from the rest of the world. Cats that have nothing to look at except 4 walls.  There are NO windows, none.  There is no ray of sunshine, no falling rain and no birds to admire through a window that cats love to do for hours at a time. Sadly,  there is no mention of these cats anywhere on Dezzy's Second Chance Animal Rescue Page, Sandra's personal page or pet finder.  Answer  this question~~~Are you okay with that?  

       Next question I need you to answer~~~ Anyone that has donated to any specific dog, let's take Little Mindy, they have the right to see the medical bills and findings.Are you aware of that? It is the Florida law, required if you are a 501C3.   Little Mindy has been in this rescue since December 27th 2014. Going on 5 months now. This dog has supposedly been treated by (#1) Hunter (Mickey) Axelband, where he continually draws blood on this poor pooch. Taken  to(#2) Plantation Animal Hospital and  (#3)  Dr Puig in Pembroke Pines.  And finally,  last (#4) Supposedly a Specialist.    See attachment.   I want to know, since I have donated generously (see attachment)  to this rescue, where the report is from the Specialist?  Time to show the Medical bills  and reports on this poor dog that deserves to be in a loving home. NOT in a store front with 12-15 other dogs.  How can 1 person give all these dogs the undivided attention, love and caresses they are so deserving of? My opinion, Sandra needs to take a step back and rethink her priorities. When you have a wonderful woman that was willing to foster/adopt Little Mindy and her  own Vet willing to take on Little Mindy as a good samaritan case,  and then was turned down by Sandra. What?  The only request the Vet in Maryland wanted was simply to request the medical records of Little Mindy. Of course, a simple request to see what has been done up to that point. This is a no brainer. Sadly, no medical records where turned over and I ask myself , if any ever existed. You can talk a big game, but as the saying goes, put your money where your mouth is. So, please review the attachments and then ask yourself this,  Why not give  Little Mindy a chance to be in a quiet home with the proper love and attention that this girl needs and deserves? My opinion,  this is purely a control and power issue.  And guess who is suffering from this selfish approach~~~Little Mindy!   Do the right thing~~~~any decent rescue would jump at the opportunity to have someone foster/adopt this pretty little girl that has suffered way too long.  

    One last request. This one goes  to Dr. Hunter (Mickey) Axelband. Dr. Axelband you wrote, that Little Mindy is in NO imminent danger . (See attachment)  If that is the case,  maybe you could have a discussion with your wife, Sandra to advise her that maybe having Little Mindy in a different setting will help her to thrive faster.   After all you are a Vet, so of course you would be looking out for the animal's best interest.   Am I correct in saying that?

  • This is very interesting. A group of people all wanting to help animals fighting each other. What good does this do for the animals? Seems to me from this thread that Darcy Butkus has gone above and beyond to help and now she is being dragged into court. Again, what good does this do for the animals? Sandra, I hope it is not true that you have cats locked in a room with no windows and several dogs with no yard. This is not good or fair to the animals. I do hope Mindy will be able to have the dog that she found. I would think you would be happy to have a home for her. Darcy and Mindy seem to be true animal lovers and are fighting for them. Should you all not be working together as adults rather than all of this mud slinging?
