There are people who champion the cause for pets by fostering rescues, volunteering in animal shelters, organizing pet events and bringing their well-mannered therapy pets into nursing homes and schools.
I applaud the contributions made by all of these people. And, I admire a special breed of pet advocate: the legal beagles. These people are committed to working with local, state and national lawmakers to make this a better planet for cats, dogs and other companion animals.
In Delray Beach, there is a very active legal beagle: attorney Mindy Farber. In practice for more than three decades, she specializes in civil rights law for nonprofits, veterans, women, minorities and homeless pets.
She splits her time between residences in Delray Beach and Maryland with her husband and their three well-traveled rescue dogs: Cara, Nicky and Abbey. She serves on the board for the nonprofit Pet Connect Rescue (petconnectrescue.org) in Potomac, Md.
Farber worked with state legislators in Maryland to pass a bill recently that prohibits the sale of animals in pet stores. She is currently working with the state’s House Judiciary committee to get a bill passed that would require people found guilty of animal cruelty to not only serve time in prison but also pay restitution toward the financing of any bills related to injuring or killing animals.
Locally, she is hard at work on finding a solution to address homeless, abandoned animals found on the streets of Delray Beach. Two days after Christmas, she was shopping in downtown Delray Beach when she came across a very weak, mange-filled, little red dog.
“When I found this dog, I called the city immediately and said, ‘Help! There is a dog who is struggling here, just lying on the street,’” recalls Farber. “This dog was dying and I was frantic to find a way to get her medical attention, but was told that the city of Delray Beach does not have an animal control officer and was told to call the county. Well, I tried, but the phone kept ringing busy.”
During this time, Farber called out to passersby for help but to no avail.
“This dog had ooze pouring out of her ears and eyes,” she says. “While my husband took our three dogs home, I called out to everyone for assistance — bikers, drivers, joggers, walkers and people with baby carriages. But all averted their eyes.”
Fortunately, members of Dezzy’s Second Chance Rescue were nearby setting up their booth for rescued dogs to be adopted. One member assisted Farber by placing the sick dog in a van and taking it to a veterinary clinic where the dog received life-saving treatment. The dog has not yet been adopted. The plight of this dog has motivated Farber to lobby with the Delray Beach City Commission. She wants to find a way to allow a nonprofit animal organization to have use of the vacant animal shelter building for a yearly rent of $1.
Farber, who has lived in Delray Beach for a decade, is quick to say she is not critical of the city. “I’m looking for a way that a nonprofit animal group can do a much-needed government service that the government currently cannot provide,” she says.
I reached out to city officials regarding Farber’s proposal. Commissioner Mitch Katz explained that the city is doing a complete inventory of all city-owned buildings, including those that are vacant.
“We will not be making a decision on any building until the analysis is done, which should be within a month or so,” says Katz, adding that he wants more information on how such an arrangement between the city and a nonprofit group would be set up.
In an email reply, Vice Mayor Shelly Petrolia wrote, “I would be in support of the city offering a building to temporarily shelter animals by a nonprofit … as long as it received a majority commission vote. I would only agree to consider something like this following an inventory and evaluation of all properties owned by the city, which is currently in the process.”
In the meantime, Farber is maintaining her advocacy efforts for companion animals in need, both here and in Maryland.
“As a lawyer, I’ve worked hard for many years and never took very many vacations,” she says. “I am blessed in many ways and now I want to give back and to use my legal skills to advance issues, like helping homeless animals.”
She is definitely my kind of legal beagle.

Well, Regina Lewis, I have never heard of someone suing what appears to have been a very loyal supporter to this rescue. I believe you are missing Darcy's point. Have you read all the comments that Sandra Dezelan posted here? Very, very unprofessional and uncalled for. Did you happen to click on the link that a David posted here? What type of person would submit a lawsuit with the wording scrolled across it. Again, this is truly very bizarre. A wonderful article, written about a wonderful woman who is doing good in the Community, and then you have these bottom feeders coming on to try to discredit this woman, Mindy Farber. I ONLY care about the animals and if the owner of this rescue is lying and stating she is a retail store, she is putting the animals in jeopardy. If Little Mindy has been there since December 27th last year, that is way too long to be in a rescue. Anything over 3 months is considered long term. Why is it one person's decision to make the choice for an animal that can not speak for themselves? In the lawsuit it states that the founder is married to a vet. Why isn't the Dr. speaking out and helping this animal? If Mrs. Farber has the means to care for the dog named after her, and assist in the care to help Little mIndy on the road to recovery, then it shall be. This is just so bizarre, I can't understand it. I have never heard of such a thing. The rescues that I work with, would jump through hoops to have more fosters. This whole thing just does not make sense to me. Maybe that is how people operate down there in Florida. Maybe soaking up to much of the Florida sunshine and it is affecting the founder's brain. Do the right thing for the animals. Little Mindy deserves to be in a loving home, not stuck in a rescue for almost 5 months. Just shaking my head of all this.
Thank you Elizabeth Douglas. You have seen with your OWN EYES how this so called rescue operates. You, yourself, worked tirelessly that day constantly walking around the shopping strip parameters for the dogs to relieve themselves. I, in the meantime continued to clean, organize, mop the floor, fold the laundry and also post dogs that have been in the "rescue" for several weeks and beyond on pet finder. Sandra would often say that she was too overwhelmed to post the dogs. Well, how the hell would the Public know there was a dog that was in need of a furever home, if you don't take the 5 minutes and post them for social media to see what is available? Do you all notice that there are very few pictures, if at all on either her own fb page or better yet, her so called rescue page, Dezzy's Second Chance Animal Rescue? Answer that question for me?? Go to the store front and count how many dogs there are. Then go to pet finder and see how many dogs are listed for adoption. 7 are listed on Petfinders. She currently has approximately 15-18 dogs and 3-5 cats hidden behind a closed door. These cats never see natural sunlight for there are NO windows in the bedroom. They are there 24/7. I say it is a bedroom since there is a big 4 poster bed in that room. Sandra would often tell me that she would go every few days over to Mickey's (Hunter) and shower since she only has a 1/2 bathroom at the store front. Let's discuss all the other dogs that are NOT listed for adoption, locked behind the doors at the store front. Oh wait, Bentley, Daisy, Lucy she claims as her own dogs, as well as possbily more. Q, Petey~~~have been stuck there for several months on end. Address 141 NW 20th Street. Suite F-2. According to her little friend Daniel Rose, you can go there anytime. Doors are always opened. WRONG!!!! There is a sign on the door that says....Appointment only!! (Quick, Sandra, take the sign down off the door) Also cast your eyes on her application. See attachment! Animal lovers that are reading this, ask yourself this, why is Little Mindy, been stuck in this "rescue" since December 27th ~~~~it is now May 6th. Over 4 months and not adopted????? Any dog that is in a rescue longer than 3 months is considered a long term rescue dog. Why did this dog not get adopted? According to Sandra an application was submitted. I want to know why this dog is still in this confined 1800 square foot facility, when Mindy Farber wrote to Sandra Dezelan via email and text messages to allow her to foster/adopt .Mindy Farber gave $1000.00 to the rescue the day before Little Mindy was found. Why would you deprive LITTLE MINDY of a wonderful loving home setting? I will fight you, Sandra Dezelan to the end for the sake of the dogs and cats that are barricaded behind those glass doors covered by curtains. You want to sue me, bring it on! I have tons of screen shots, emails and texts to show that you are one nasty, self consumed, egotistical individual. No wonder you were the outcast of your sisters and your dead Mother. How dare you say the things you have said on this Public forum. Do not mistake my KINDNESS for WEAKNESS! You will NOT win! I have known Darcy Butkus for a very long time and she is a very good friend of mine. I am extremely upset about the accusations and false statements that are being posted about her. Shame on you Sandra. Darcy spent 80% of the purchase of the washing machine and dryer and I contributed the other 20%, for you since you supposedly could not afford it. I know that my friend, Darcy made so many trips up to assist you in anyway she could. I saw her cleaning, doing laundry and posting on FB for you. As well as bringing you the tuna fish her husband made for you That is a true supporter! You even said you had not eaten in 2 days. We also bought gallons of water, cleaning supplies as well as snacks for you. I also gave you a personal check from my account, to help the dogs. . When I left your place that day I felt like you were hoarding those poor dogs in that tiny space, not to mention the poor cats sitting in that closed room. You don't even have ample running room and the dogs are walked to a far away area, around a shopping strip. There is no way you can give quality time to these poor defenseless animals. I hope that Mindy along with Darcy's actions will save you from yourself.

I understand that Daniel Rose esq. did leave a message for them but they have not teturned his call.I too left a message for them a few days ago and they also never returned my call.
They are and will be subpoena for the records from this post.They started all this by doing a story on Mindy Farber.Anyone in this city knows what happened last year with the ordinance and whom was involved and who did what.I will fight to the end Regina and I then wonder do you think the Coastal Star will do a follow up story ? As to date they have never once done one story on this rescue as were in Delray for 12 years but chose to do one on Mindy Farber.
As I think back on the many many thousands of people who have adopted from this great rescue I cant imagine anyone ever saying anything negative. Because, if you know me you know I do everything possible medically on every dog that I touch.They might come in broken and sick but they leave happy and healthy.They are my dogs for life and I will ALWAYS be there for each and every one of them.FOREVER. They are my entire life.
And you know that better than anyone as you have adopted 3 .
Anybody is invited at any time to come by the rescue. There are volunteers in and out throughout the day.I have the interior set up like a home so the transition for the dogs is easier.They do not have to be stuck in cages and kennels all day.It is a wonderful home environment.Please, come and adopt your next best friend.
Peggy Kelleher, sorry I an unable to do that. How can you state that my testimony is fraudulent when you, yourself admitted you had never been to the rescue? I have not created any mess, maybe you need to rethink that. You have not witnessed with your own eyes, like I have, the small confined space that these several dogs and cats are living in. Mindy and myself both have been there. I, many times. I also have brought others to help out with walking of the dogs. I understand you have a personal interest in regards to Sandra being her financial advisor. My loyalty lies with the dogs and cats that can not speak for themselves.
Darcy Butkus, PLEASE remove my name from your fraudulent attacks on Dezzy's Second Chance and Sandra. I was at that meeting with you and Mindy, the statements that you are making are Fraudulent. I will not let you bring me into this mess you are creating, Sandra is the most dedicated woman I know. She has made a big difference in our community & has saved thousands of animal lives. Your attacks are unjustified and unfounded.
Sandra, kindly please post the email that you state below that Mindy emailed to you. It is quite easy to do. Make sure you include the heading of where the email was originated from, so we can determine that it is authentic. You really need to go to bed, 4:30 am is right around the corner. According to your interview in the one article, your day starts at 4:30 am. That is just 4 1/2 hours away. Set aside time to give Bentley some extra TLC for he and all the others dogs that are cooped up there are starved for affection. How can 1 person possibly give love, attention and most of all affection to 12 -14 dogs??? Can you tell the readers a little bit about the 3-5 cats that are enclosed in the bedroom where you sleep? The room that consists of a 4 poster bed and NO windows. I do believe that cats love looking out a window. There is no window for these cats to look out too, am I correct in saying that??? They stare at 4 walls, day in and day out. Awful. Are these cats on pet finders? Do they really deserve to live in a 10 x 10 room 24/7? Is that fair to them? No mention of them on your fb wall, your rescue page or pet finders! Tsk, tsk!
David Mindy emailed me that she wants nothing to do with Darcy.She said after speaking to her a few minutes she was grating on her.She also sent me all of the emails that Darcy sent her.Which I did forward to Daniel.I cant imagine that Mindy would a line herself with Darcy.But, in one of the emails Darcy is begging for Mindys forgiveness and she wants to wipe the slate clean and please if Mindy will give her a chance and start over.
Darcy let me fill you in one this one Mindy Farber will NEVER get that dog period.Because ,she she see a dog on the street and calls me and myself and my husband care for that little dog for 4 solid months (time & money) she can totally forget it.I have watched her @ dogs and she knows nothing about them.AND neither do you.
