Victoria Tuffy, Children's Harbor Board of Directors

Pembroke Pines, FL (July 10, 2025) – Children’s Harbor, a Broward County-based nonprofit focused on strengthening and equipping teenagers who’ve aged out of foster care, welcomes Victoria Tuffy, SVP and Chief Human Resources Officer at Community Care Plan (CCP), to its Board of Directors. A distinguished HR leader, Victoria brings deep expertise in HR strategy, talent management, and leadership development, with a proven record of driving impactful organizational growth. At CCP—known as the “health plan with a heart,” owned by Broward Health and Memorial Healthcare System—Victoria has led transformative initiatives that have enhanced employee engagement and supported a nearly 40% increase in headcount as CCP significantly expanded its service area to 18 additional Florida counties. 

 

With a strong background in human resources leadership and a proven ability to align people strategy with organizational goals, Victoria brings invaluable expertise to Children’s Harbor. Throughout her career, she has revitalized HR functions across a range of industries—most notably at Amerijet International Airlines and Piper Aircraft, Inc.—by implementing scalable structures, driving engagement, and leading strategic talent initiatives. Her ability to build high-performing teams and foster inclusive, mission-driven cultures will directly support Children’s Harbor’s commitment to creating safe, stable environments for the teens and families it serves. Victoria’s passion for empowering people and her profound insight will be instrumental in advancing the organization’s mission and long-term impact across the community.

 

Before starting my career in human resources, I worked with troubled children and adolescents; a role that instilled in me a deep passion for helping young people heal and flourish. I joined the board of Children’s Harbor because I believe every child deserves a safe, nurturing environment where they can grow and thrive,”  said Victoria Tuffy, SVP and Chief Human Resources Officer, Community Care Plan (CCP). “I am committed to supporting their mission to strengthen families and give children the opportunity to build bright, hopeful futures.” 

 

Victoria’s early experiences laid the foundation for a career dedicated to empowering people and building supportive, purpose-driven results. Over the years, she has held senior leadership roles at Fortune 500 companies such as Royal Caribbean Group, The Goodyear Tire & Rubber Company, ConAgra Brands, and Emerson Electric. Victoria holds a master’s degree in HR Administration from the University of Scranton and a bachelor’s degree in psychology from PennWest California. Actively involved in community initiatives, she recently led CCP’s Broward Heart Walk team, further reflecting her commitment to service. With Victoria’s diverse background, strategic leadership, and passion for relationship building, she brings valuable insight and energy to Children’s Harbor’s mission of providing safety, stability, and opportunity to youth and families across Broward County.

Children’s Harbor is a nationally accredited child welfare organization based in South Florida, dedicated to strengthening families in crisis and supporting teens in foster care. About Children’s Harbor

 

Established in 1996, Children’s Harbor is a nationally accredited child welfare organization with a mission to help strengthen families who are struggling in our community, while providing safe shelter and support to teens in foster care so that they may grow into healthy, educated and productive adults.

 

With the belief that children should feel safe, that family is worth fighting for and that cycles can be broken, Children’s Harbor provides a harbor of hope and healing for children who have been impacted by the trauma of child abuse.  The main campus in Pembroke Pines provides a supportive family environment for teenagers in foster care and their younger siblings. The family support services program prevents kids from coming into foster care by providing free in-home counseling and support to families who are struggling in the community. Additionally, Brown’s Harbor is a supportive housing community dedicated to serving young adults, aged 18-23, who have aged out of the foster care system.  These young adults are provided with affordable housing and the wrap-around support and independent living programs necessary to help them overcome their trauma and navigate through the early stages of adulthood.
